RCTV-3 Government Access Channel RCTV-3 Live Broadcast RCTV-3 Government Access Channel RCTV-3 is a government access channel under the exclusive editorial control of the City of Rancho Cucamonga. Under terms of the franchise with our local video service providers, a channel is provided to the City to use for public information. Residents who are cable subscribers can access RCTV-3 on channel 3 for Charter Communications and Time Warner Cable  and channel 31 for Verizon FIOS TV . The City Manager's Office oversees RCTV-3 which provides Rancho Cucamonga Attorney Cucamonga viewers with informational messages concerning programs and events sponsored and co-sponsored by the City of Rancho Cucamonga, local school districts, and other government agencies. Residents are encouraged to tune into this channel during emergencies for important information.
