Theyre in a position to potentially bring their technical expertise and the capacity to provide the management and coordination that is really lacking up there. Were all trying our best, but were not experts in preserving the canyon and providing recreational opportunities for the public. The U.S, Forest Service currently has jurisdiction over much of the canyon. Rancho Cucamonga Attorney Cucamonga Fire Chief Mike Bell, who is helping coordinate efforts on the citys side, said the Forest Service does the best with the resources they have, though, theyre extremely limited in their budget to accomplish their mission, which is to enable access onto public lands. Were not experts in how to handle graffiti or in how to preserve it, Villenas said. Were also not experts in designing a trail network up there or establishing an interpretive trail. So there is the potential for ranger hikes with the National Park Service and the potential to bring things like a trailhead with parking and restroom facilities. The National Park Service in April released the San Gabriel Watershed and Mountains Special Resource Study, which recommends the establishment of a San Gabriel Unit of the Santa Monica Mountains National Recreation Area. The area would include the San Gabriel Mountain foothills, part of the San Gabriel and Rio Hondo river corridors, and western Puente Hills. The Park Service would manage the area through partnerships with private landowners toward resource protection, ecological restoration and education programs, according to a city staff report on the matter. The city is also recommending that undeveloped land south of the canyon outside of the national forest and within city limits also be included in the National Recreation Area, according to the report.
