The plan must be approved as an act of Congress and signed by the president, but city officials are hopeful for a successful outcome which they believe could potentially mean better management of the problems that plague the canyon. The National Park Service is better positioned to handle an area like Cucamonga Canyon, said Fabian Villenas, principal management analyst for the City Managers Office. Theyre in a position to potentially bring their technical expertise and the capacity to provide the management and coordination that is really lacking up there. Were all trying our best, but were not experts in preserving the canyon and providing recreational opportunities for the public. The U.S, Forest Service currently has jurisdiction over much of the canyon. Rancho Cucamonga Attorney Cucamonga Fire Chief Mike Bell, who is helping coordinate efforts on the citys side, said the Forest Service does the best with the resources they have, though, theyre extremely limited in their budget to accomplish their mission, which is to enable access onto public lands.
